F3 display shows only 80The F3 sets 1/80 second when the frame counter is below 1 so the user won't encounter long shutter speeds during the film-loading process. When the frame counter reads 1 or higher (regardless of whether or not there is actually film in the camera), the full range of shutter speeds will be available.
